When it’s decoded it says :

You are being called in for a special assignment please report to HQ as soon as possible – G

Everyone got it, even the people who completed the 9th mission! This means you have to do the mission. NOTE : It does not mean 10th mission is out! Gary atleast see which people are left and which are not!
